The Role

Rainbow Municipal Water District provides safe drinking water and wastewater services to agricultural, residential, and commercial customers in our 82-square-mile service area, including the unincorporated communities of Rainbow, Bonsall, and parts of Vista, Oceanside, and Fallbrook. As a Customer Service Representative, you will make a difference too.

We are currently hiring service-oriented people to join the team that is the first point of contact for most customer interactions. You'll be responsible for answering customer account or billing questions by phone, greeting customers and visitors in the lobby, accurate account record keeping, setting up new accounts, phone collections, payment processing, and administrative support work.

Please note, we are hiring for a temporary position to fill in for a leave of absence through sometime between June or August 2023.

Contribute without the commute! After initial training is complete, this position is eligible to work remotely for approximately one-third of the time.

The Impact

This is what you would do every day:

  • Answer incoming telephone calls, provide routine information, and refer callers to proper parties.
  • Assist customers with billing questions and sign up new customers for service.
  • Receive customer complaints, obtain information concerning complaints, and provide routine factual information and explanations.
  • Prepare service orders for field personnel involving transfers of accounts, re-reading of meters, customer requests or complaints, termination notices, and/or other related services.
  • Process customer payments by entering payments into a computerized database.
  • Process and balance cash receipts, prepare daily cash audit reports and bank deposits; maintain related accounting records.
  • Dispatch service orders and field personnel via radio.
  • Route and respond to daily messages from the answering service.
  • Perform clerical administrative support work, word processing, and data entry on a computer, record keeping, scanning, and filing work.
  • Receive, open, and process mail.

Is this you?

The District will consider any combination of training, education, and experience that demonstrates possession of the knowledge and abilities required to perform the essential duties of the position. Typically, graduation from high school or G.E.D. equivalent; and experience in customer service and as a cashier is sufficient to obtain:

  • Basic knowledge of customer service techniques used in dealing with the public, in person and on the telephone
  • Familiarity with office practices and procedures, including filing and operation of standard office equipment, basic business data processing procedures, record-keeping principles, and practices.
  • The ability to process accurate mathematical calculations, data entry, customer billing, and accounts receivables transactions, and operate a 10-key calculator with accuracy and speed.
  • Proper English verbal and written communication skills, spelling, grammar, punctuation, and vocabulary including phone communication etiquette.
  • The ability to operate office software applications related to word processing and spreadsheet applications (Microsoft Word, Excel, Outlook etc.)
  • Establish and maintain effective working relationships with customers, team members, vendors, and others contacted in the course of work.
The District will consider candidates with the following additional qualifications to be highly qualified and will give preference to these candidates in the selection process.
  • More than two years of experience in customer service and cash handling, including using billing software, CRM/customer database management, and recordkeeping.
  • Successful track record with account billing and collection procedures, including using sound judgment in processing delinquent accounts and troubleshooting billing issues and complications.
  • Some experience with accounting principles and practices.
  • The ability to compose business correspondence in a professional format.
  • The ability to troubleshoot customer account issues and solve problems of moderate to high difficulty relating to all activities within Customer Service.
  • Intermediate to advanced skills in Microsoft Excel.
  • Bilingual in Spanish
